Good Food for Cities

Healthy Wave

May 27, 2025

Healthy Wave wants to contribute to the implementation of the European Child Guarantee. That guarantee states that every child in Europe, regardless of their background, has the right to access at least one healthy meal each school day. Healthy Wave focuses on children at risk of poverty and social exclusion and does so by working together with cities all over Europe.

Challenges

For many children, a meal at school is the only proper meal in a day. But still too often that meal is not available or it does not meet nutritional,sustainability or affordability standards. Healthy Wave wants to change this.Together with cities and local partners, we are creating a policy for school meals that:

  • are nutritious;
  • Sustainable,safe and low-waste;
  • Affordable and achievable;
  • And supported by children, parents, schools and policymakers.
  • We don’t just want to create plans that sound great. Above all, we want to put them into practice.

What do we want to achieve?

Healthy Wave provides concrete tools and experiences that other cities can use:

  • 1 mentor training for cities that want to develop a policy for school meals
  • Research on the composition of healthy and sustainable meals
  • 4 local implementation strategies adapted to the context in different countries
  • 4 local action groups with parents, schools and local governments
  • 1 toolkit ‘Healthy, Sustainable Food at School’ – a practical guide for cities, created by Rikolto.

Rikolto’s role

Rikolto guides cities in creating a local action plan for healthy and sustainable school meals. For this, we start with a needs analysis and a stakeholder analysis, and we support the entire process through:

  • Workshops
  • Individual interviews
  • Coaching of mentor-mentee duos, in which 2 cities are linked up and learn from each other

In addition, Rikolto is creating the ‘Healthy, Sustainable Food at School’ toolkit that helps cities to make sustainable choices around school nutrition. The toolkit evolves with the project: the first draft is discussed after the international study visits. After, it will be refined based on feedback from project partners and EUROCITIES’ ‘Children and Youth’ and ‘Nutrition’ working groups. The final version will be shared publicly.
